The City Treasurer is responsible for the collection and receipt of public monies as provided by law. This includes City, School, and Per Capita Taxes, utility bills, and all City monies collected by and for various City departments. The City Treasurer is elected every four years. Most payments can be made in person using cash, check, money order, or by using a credit or debit card. Visa, Mastercard, Discover, and American Express are all accepted and will add an additional 2.95% service fee to the total of your payment. Payments may also be mailed to 21 Seneca Street, Oil City, PA 16301.
Utility payments may be made over the phone using a credit/debit card by contacting our call center, ALL PAID, at 1-888-604-7888 and choosing option #2. You will need your Customer ID, Location ID, and PLC# A0034D. A 2.95% service fee will be charged.
For all other payments you wish to make over the phone, call the Treasurer's Office directly at 814-678-3008. Payments made this way will also carry the same 2.95% service fee.
Online payments for utility bills and pool passes are also accepted by clicking the link on our website using a credit/debit card. A 2.95% service fee will be charged.
Payments may also be dropped off in the night deposit box located by the Police entrance using a check or money order only. No cash placed in the night deposit box will be accepted.
The City Real Estate Taxes are released at the beginning of March each year and are due by the end of the current tax year. Payments will not be accepted after December 31st. Payments can be receipted at the Treasurer's Office in person, or if mailed along with a self-addressed stamped envelope to City Treasurer, 21 Seneca St, Oil City, PA 16301.
A 2% discount period runs from March through April, the face period runs May through June, and a 10% penalty period runs from July through the remainder of the current tax year. Payment after the tax becomes delinquent may be made at the County Tax Claim Office located at 1174 Elk Street, Franklin, PA on the first floor of the Courthouse Annex. They can be reached by phone at (814) 432-9559 and are open Monday through Friday from 8:30 am to 4:30 pm.
The City Treasurer's Office also functions as a drop-off for the Venango County Real Estate Taxes. County tax bills may be dropped off with a check or money order only. Cash or credit/debit cards cannot be accepted. Payments for County taxes submitted to us will be forwarded to the County Treasurer's office to complete your payment. Therefore, we are unable to provide you with a receipt. You may also pay your County taxes in person on the 2nd floor of the Courthouse Annex building located at 1174 Elk Street, Franklin, PA, or by mailing payment to the County Treasurer at PO Box 708, Franklin, PA. Their office hours are Monday through Friday 8:30 am to 4:30 pm and they can be reached by phone at (814) 432-9524.
School Property Taxes are released at the beginning of July each year and are due by the end of the current tax year. Payments can be receipted at the Treasurer's Office in person, or if mailed along with a self-addressed stamped envelope to City Treasurer, 21 Seneca St, Oil City, PA.

Everyone who is 18 years of age or over who resides within City limits must pay this head tax. This includes anyone who rents, is a college student but still resides at home during breaks, is unemployed, retired, disabled, or who received any governmental assistance. If you are a current resident of Oil City and do not receive a per Capita Tax, we may have you on the list under an incorrect address. To prevent delinquent taxes, please report your current name and address to the City Treasurer's office.

Why are my taxes so high?
The County Tax Assessment Office assesses your land to determine your property value. If you believe you are paying too much in taxes or have questions on your land and property value, please contact the Assessment Office at (814) 432-9520, email them at assessment@co.venango.pa.us, or visit them in the Courthouse located on the 1st floor at 168 Liberty Street, Franklin, PA. Their hours are 8:30 am to 4:30 pm Monday through Friday.
Can I pay my County Taxes at City Hall?
Yes. The City Treasurer's Office is a drop off point for Venango County Real Estate Taxes. Check or money order are the only forms of payment accepted. Cash or credit/debit cards will not be accepted. Payments dropped off to the Treasurer's Office cannot be receipted and will be forwarded to the Venango County Treasurer's Office to complete your payment.
Can I pay for my County and City taxes with the same check?
No. Payment for County and City taxes must be made separately, as the City Treasurer's Office only acts as a drop off for County taxes and does not process the payments. Separate forms of payment must be used for each of these tax bills.
Why isn't my Homestead Exclusion included on my City taxes?
The Homestead Exclusion is not offered on City taxes. It will only apply to County and School tax bills.
