The City of Oil City intends to submit an application to the PA Department of Community & Economic Development for Community Development Block Grant (CDBG) funds for Federal Fiscal Year (FFY) 2023. The anticipated CDBG funding assistance is $311,136. CDBG funds can be used for a variety of purposes within the City such as public improvements (water, sewer, streets, recreation, etc.), to arrest physical or environmental decline of the area, rehabilitation of deteriorating housing units, removal of architectural barriers to the elderly or handicapped, energy conservation projects, etc. At least 70% of these funds must be used to benefit low and moderate income persons. The displacement of persons as a result of projects selected will be avoided to the maximum extent possible.
The first of two public hearings pertaining to the application for these funds will be held at 4:00 pm on June 22, 2023, in Council Chambers, 21 Seneca St., Oil City, PA. The purpose of this meeting is to discuss the CDBG program, the City's prior use of CDBG funds, and potential projects for the 2023 application. This facility is ADA accessible. The public is also invited to provide input on the Three-Year Community Development Plan found in the Community Development Office, the Oil City Library, and on the City's website here. Remarks and project ideas will be received by the Community Development Office in person, by telephone, or via email at kamos@oilcity.org until 10:00 am on July 24, 2023. A second public hearing will be held at 4:00 pm on August 10, 2023. If no adverse comments are received, City Council's final decision on projects to be submitted in the 2023 CDBG application will be made at their 4:30 pm meeting on August 10, 2023.
